Regardless of their abilities entering school, all students are expected to master the same standards, and are prescribed a curriculum before their needs are assessed. Those unable to meet the curriculum standards are homogeneously grouped and "overmedicated" with intensive programs that assume students can be cured using the same antidote; this is instructional malpractice.
